Primary Language not supported by Adsense for Content

I have used Adsense for Content for about 7 months now.
I used it in my site with Indonesian (bahasa Indonesia) as primary language.

For 2 first months (from the day I start using adsense), I'd noticed that commercial ads started to appear in adsense slot, as my site pages grew and indexed in google search result.
I didn't pay attention to ads performance in my site from that time.

Until recent few days I realized that Adsense only showing PSA (Public Service Ads), and my earning is not increasing at all.
Note : PSAs are non-profit organization ads that won't make any profit to site publishers.

What had happened ?
Is my site somehow had been banned by google ?
Then I try to search for my site in google.com, the result is : all pages are well indexed.
With PSAs keep appearing, I made conclusion that my site is not banned.

After more than 1 hour I found out that my site primary language is not supported by google.

I came up with 2 solutions :

1. Convert my single language site to bilingual, with English as its primary.
2. Apply Google adsense for search, Indonesian and Vietnamese are supported.

Right now I'm waiting for google to reindex my site, and hopefully will consider it as English site.
